I read this as being in addition to the regular licence fee. So what’s different to the current situation? Looks like an annual visitors pass rather than a short term visitors pass.

I think you should read that again it quotes an annual licence for all boaters in the catchment area and short term boaters will still have an option to purchase temporary pass whether the old license is still in force
i would think you are right not everyone will want to pay the extra which knowing the EA is probably a certainty but if you want to go further afield t would probably think is worth buying

The rumbles re Broads Authority river tolls for 2021 season is a rise of around 4%.
Considering 2020 season we got about four months river usage and current inflation is averaging 1 to 1.2% depending on which index you use .I consider this extortionate.
As usual leisure boating is considered a cash cow to be regularly milked !

As most people know I am no fan of the EA they keep raising the license for doing less maintenance when you navigate the Great Ouse they do not deem it worthwhile to clear the overgrown vegetation covering the Chanel markings which if you do not know the river can be daunting last season as Derek points out only about 4 months and the lock at Brampton Mill was so hard to open I could just about manage it
and I am convinced is what caused my arthritic hip to swell up and was in agony for weeks reported to EA, oh well we will try and look at it
nothing changes with them like the BBC protected by Government pay up and grin

The "Anglian Pass' is an optional add on.
The "Anglian Rivers" (forget the Norfolk Broads-apparently they don't count as Anglia!!) are a complex mix of licencing authorities....
Gt Ouse - Environment Agency
River Cam - Cam Conservators
Middle Levels - Middle Level Commissioners
Neither offer reciprocal agreements, so to navigate them all requires a complex arrangement of licences. There are different ways to do it, depending on who is your 'Home" authority.... It gets even more complicated if you have a Cart 'Gold' licence....
The "Anglian Pass" is an optional bolt on to which ever authority you licence with to give you year round access to the other waterways in one simple annual payment.
The fee is on a sliding scale depending on the length of your boat....
For me it is a waste of money as I can't navigate the "Middle Levels' as you have to be quite small to do that.... a Freeman 22 will just squeeze under the bridges, but may have to remove windscreen.... Nor would I want to navigate the Middle Levels..... miles and miles of straight line drainage ditches with little or no facilities...
For my boat it would be £50 in addition to the £500 EA navigation fee...... just to access Cambridge..... which if you have never been by boat is worth going once.... just to experience how crap it is.
Now, if it included the Broads.... I'd be first in the queue...!!!
